The Cabinet of Ministers of Ukraine has approved the Programme for the Development of Biomethane Production until 2035, along with the Action Plan for its implementation, in which the Ministry of Energy is one of the key executing authorities.
According to the First Deputy Prime Minister of Ukraine – Minister of Energy, Denys Shmyhal, the Programme unlocks Ukraine’s potential to become a major producer of biogases and an exporter to the European Union, thereby contributing to Europe’s efforts to reduce dependence on Russian hydrocarbons.
In addition, the Programme will strengthen Ukraine’s energy resilience and stimulate the development of renewable energy by attracting investment into the sector.
The Programme предусматривает the construction of new biomethane plants, modernisation of existing biogas facilities, the creation of investment incentives for businesses, and deregulation measures to facilitate the connection of biomethane producers to gas transmission and distribution networks.
“Our ambitious goal is to reach 1 billion cubic metres of biomethane production annually by 2030 and increase this to 2.1 billion cubic metres over the following five years. At the initial stage, eight biomethane plants are planned to be commissioned, alongside the establishment of an institutional framework for the full functioning of the biomethane sector,” the Minister stated.
He added that plans for this year include gaining access to the EU database on renewable fuels, initiating an agreement with the European Union on the mutual recognition of guarantees of origin for biomethane, and approving rules for determining the quality of natural gas.
