The Cabinet of Ministers of Ukraine has approved the allocation of UAH 281.3 million from the state budget reserve fund to provide state assistance to workers involved in emergency repair and restoration operations following the massive missile attacks by the Russian Federation in February 2026. More than 14,000 workers will receive assistance.
The funds will be allocated to the Ministry of Energy and the Ministry for Communities and Territories Development to provide payments for February 2026 to employees of fuel and energy sector enterprises, housing and коммунal services, and public railway transport.
“Each of the 14,000 workers will receive UAH 20,000 net as assistance for their work under extremely challenging conditions. In January 2026, the Ministry of Energy had already disbursed nearly UAH 152 million to around 8,000 repair crew workers. In February, more than 9,500 people will receive assistance from the Ministry of Energy,” said First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal.
In addition, on March 16, the Government improved the mechanism for providing state assistance to workers engaged in emergency restoration following damage to critical infrastructure.
It should be noted that in April there will be an opportunity to additionally submit to the Ministry of Digital Transformation lists of enterprises and workers who were involved in emergency restoration works but were not included in the lists within the established timeframe. Such workers will be eligible to receive assistance for previous months (January and February), as well as for March. Submissions will be made via the Diia portal.
We also note that lists of enterprises are submitted to the Ministry of Digital Transformation as follows:
- for fuel and energy sector enterprises — by the Ministry of Energy upon submission from the State Energy Supervision Inspectorate;
- for housing and коммунal services and public railway transport enterprises — by the Ministry for Communities and Territories Development upon submission from regional and the Kyiv City military administrations.
The Government has also expanded the categories of recipients eligible for state assistance. These now include workers officially assigned the functions of emergency crew leaders during operations. Assistance will also be available to employees of other sectors if they were officially seconded or deployed to emergency restoration work at the request of regional or the Kyiv City military administrations.
