Germany’s Support Remains a Key Component of Ukraine’s Energy Resilience

Deputy Minister of Energy of Ukraine Roman Andarak held a meeting with a delegation from the German Federal Ministry for Economic Cooperation and Development, led by Ulrike Hopp-Nischanka, Head of the Ukraine Task Force.

The meeting was also attended by Deputy Minister of Energy Mykola Kolisnyk, Director for International Relations and Partnerships at Naftogaz Group Oleksiy Ryabchyn, as well as representatives of the German Society for International Cooperation (GIZ), the Kreditanstalt für Wiederaufbau (KfW), and the Embassy of Germany in Ukraine.

The Deputy Ministers informed the German delegation about the current situation in Ukraine’s fuel and energy sector and the impact of Russia’s ongoing attacks on critical energy infrastructure. Particular emphasis was placed on the urgent needs of the electricity, oil, and gas sectors.

The parties discussed opportunities to deepen cooperation with the German government and private sector to enhance Ukraine’s energy resilience, ensure stable operation during the winter period, and advance long-term partnership projects.

Discussions also covered energy-sector reforms, modernization of infrastructure, investment attraction, and cooperation in knowledge exchange and specialist training.

The Deputy Ministers expressed their appreciation to Germany for its consistent support of the Ukrainian energy sector in the context of Russian armed aggression. In particular, they highlighted Germany’s leading contribution to the Energy Support Fund of Ukraine (approximately EUR 385 million), assistance provided through KfW under bilateral agreements with NPC Ukrenergo (EUR 450 million attracted from the German government and the EU), and 233 humanitarian shipments of energy equipment weighing more than 2,666 tonnes.

Representatives of the Ministry of Energy reaffirmed that transparency and the strengthening of trust in the use of international assistance remain fundamental principles of the Ministry’s work.

The German side, in turn, informed about the decision of the German Chancellor to allocate an additional EUR 170 million in assistance and confirmed Germany’s readiness to continue supporting Ukraine in countering Russian military aggression, including through the implementation of cooperation projects in the energy sector.
