German Galushchenko Discussed Assistance for Rebuilding and Recovery of Ukraine's Energy Sector with Italy’s Special Representative

During the Rebuild Ukraine 2024 international conference in Warsaw, Ukraine's Minister of Energy, German Galushchenko, held a meeting with Davide La Cecilia, the Italian Foreign Ministry's Special Envoy for the Reconstruction of Ukraine.

The primary focus was placed on supporting Ukraine's energy sector and Italy's involvement in the rebuilding process. German Galushchenko shared the outcomes of the largest-scale repair campaign conducted on energy facilities to restore them after russian attacks, along with measures implemented to develop distributed generation.

The Minister of Energy outlined the goals for coordinating efforts between central and local authorities and international donors in relevant areas. Specifically, he discussed the creation of regional energy independence passports, which will enable effective coordination of actions to strengthen regional energy resilience.

“For each region and city, an energy passport will be created, indicating possible installations, required capacities, and specific locations. It will serve as a roadmap for each region, detailing what needs to be done. We are working on this jointly with the Ministry of Infrastructure. This passport will cover electricity and heating — everything necessary for each region, which will greatly facilitate communication with donors and various agencies,” noted German Galushchenko.

According to the Minister, the work on creating regional energy passports is expected to be completed by the end of this year.

Special attention was given to financial aid mechanisms, particularly through the Ukraine Energy Support Fund.
Davide La Cecilia emphasized that energy remains a priority area for providing assistance. The parties also discussed preparations for the upcoming reconstruction conference scheduled to take place next year in Italy.
