Ukraine’s Minister of Energy, German Galushchenko, and IAEA Director General Rafael Mariano Grossi held a substantive meeting during the extraordinary session of the IAEA Board of Governors, convened at Ukraine's request in response to ongoing russian attacks on electrical substations critical to the operation of nuclear power plants in Ukraine.
The parties discussed the need to dispatch another IAEA mission to electrical substations. A monitoring mission by the Agency to assess the situation at these substations, which ensure the stable operation of Ukraine's nuclear power plants, is seen as a crucial step to ensure their safety.
The incident involving a russian drone attack on an IAEA service vehicle on December 10 was discussed separately. Grossi expressed concern over actions that endanger the lives and health of IAEA mission members but emphasized that this would not be a reason to curtail the Agency’s missions in Ukraine.
Additionally, the parties discussed the importance of completing the construction of Units 3 and 4 at the Khmelnytskyi Nuclear Power Plant and the IAEA’s readiness to organize a technical advisory mission to support the completion of these units.
