A meeting of the leaders of the G7+ Energy Support Coordination Group for Ukraine was held, bringing together key international partners. The meeting was attended by the Prime Minister of Ukraine, Yuliia Svyrydenko, Minister of Foreign Affairs of Canada, Anita Anand, EU High Representative and Vice-President of the European Commission, Kaja Kallas, EU Commissioner for Energy and Housing, Dan Jørgensen, as well as other high-level representatives. The Ministry of Energy of Ukraine was represented by Deputy Ministers Mykola Kolisnyk and Roman Andarak.
Prime Minister Yuliia Svyrydenko highlighted the effective work of the G7+ Coordination Group and expressed gratitude to international partners for their continued support of Ukraine’s energy sector, which is particularly critical as Ukraine enters its fourth winter since the start of Russia’s full-scale invasion.
The Prime Minister briefed participants on the current state of Ukraine’s energy system, noting a significant escalation of Russian attacks in recent months. She emphasized that on December 6 alone, Russia carried out a large-scale attack using more than 650 drones and various types of missiles targeting power generation facilities, electricity transmission networks, and gas infrastructure. These actions deliberately target facilities that supply electricity and heat to the civilian population.
Ukraine continues to undertake intensive efforts to repair and protect energy facilities; however, the scale of destruction remains substantial, resulting in a significant power deficit. Due to severe damage, domestic generation is currently insufficient to meet electricity demand. To maintain system balance, Ukraine is compelled to rely on electricity imports and apply consumption limitation measures.
Prime Minister Svyrydenko expressed appreciation for the assistance already provided and informed partners of Ukraine’s urgent needs, including transformers, high-voltage switchgear, mobile substations and generators, cable products, as well as equipment required for the rapid restoration of damaged gas infrastructure facilities. She also underscored the need for support in procuring additional volumes of natural gas to ensure energy security throughout the winter period.
The Prime Minister called on partners to continue supporting Ukraine during this challenging period, emphasizing that the financial support mechanisms established at the outset of the full-scale war remain functional and effective. These mechanisms include the Ukraine Energy Support Fund, managed by the Energy Community Secretariat, and humanitarian energy assistance delivered through the European Commission’s Civil Protection Mechanism.
Following the meeting, G7+ representatives reaffirmed their solidarity with Ukraine and their continued joint support for its energy security. They strongly condemned Russia’s indiscriminate attacks on Ukraine’s energy infrastructure and called on Russia to immediately cease attacks on civilian infrastructure, including energy facilities.
The G7+ participants emphasized the importance of strong and independent anti-corruption institutions in Ukraine, the need for effective and comprehensive investigations of corruption cases, accelerated reforms of Ukraine’s energy markets, and improved corporate governance of state-owned energy companies.
Partners also confirmed their readiness to strengthen Ukraine’s resilience through enhanced active and passive air defense of energy infrastructure, continued provision of repair and restoration capabilities, and the supply of critical equipment. Specific areas of support include ensuring sufficient gas and electricity supplies for the winter of 2025-2026 and reducing the financial gap between the needs of Ukraine’s energy sector and the available funding of the Ukraine Energy Support Fund.
The partners reaffirmed their commitment to addressing Ukraine’s urgent energy needs and supporting its long-term vision of a more decentralized, diversified, resilient, and sustainable energy system fully integrated with the European energy market.
