False reports about the start date of the heating season are actively spreading online. The Government Resolution on the Public Service Obligations (PSO) in the gas market, which mentions 1 November 2025, has no relation to the actual commencement of heating in residential buildings.
The PSO terms provide for the extension of fixed natural gas prices for households from 31 October 2025 to 31 March 2026 (this period is formally referred to as the “heating period”). This is purely technical terminology used to correctly define the conditions for natural gas supply during a specific timeframe.
As a reminder, to ensure stability and protect consumers, the Cabinet of Ministers of Ukraine adopted an important decision — to extend the PSO mechanism until 31 March 2026.
This means that fixed gas prices for household consumers and electricity producers will remain in place.
The heating season in Ukraine will begin as planned. The Government has adopted all necessary resolutions to ensure proper preparation and launch.
It should be noted that local self-government authorities independently decide when to start and end the heating season. Heating is supplied when the average daily air temperature in a given region remains below +8°C for more than three consecutive days.
