The President of Ukraine has signed Law No. 4834, adopted by the Verkhovna Rada, which establishes a new legislative framework for the further integration of Ukraine’s electricity market with the unified European market.

The law preserves the possibility of supporting household consumers through the Public Service Obligations (PSO) mechanism. Gradual liberalisation of the natural gas and electricity markets will take place after the end of martial law, in accordance with a Roadmap to be developed by the Ministry of Energy by the end of June 2026 within Ukraine’s commitments under the Ukraine Facility programme.

The law also introduces additional opportunities and European mechanisms to protect socially vulnerable consumers by expanding Article 61 of the Law “On the Electricity Market”. The State will implement comprehensive social policy measures in this regard.

In practical terms, the law paves the way for deeper integration of Ukraine’s electricity market with European markets, more efficient use of cross-border capacity, accession to European balancing platforms, and stronger coordination with partners in ensuring security of supply.

At the same time, the law provides for the development of a more modern market architecture. It enables the advancement of aggregation mechanisms, energy storage, flexibility services, microgrids, and community energy initiatives.

The law strengthens consumer rights and establishes more advanced rules for access to commercial metering data, the development of smart metering, and broader consumer participation in the market overall.

For Ukraine, this decision has both practical and strategic importance. The adoption of the law paves the way for the disbursement of €500 million under the European Union’s Ukraine Facility programme, while accelerating Ukraine’s energy integration with the EU and strengthening the confidence of international partners.
