The Government has launched the eOpora website, a single platform bringing together existing national and regional support programmes, practical advice and official contacts to help different groups of the population, homeowners’ associations, institutions and businesses prepare for winter 2026–2027.
The platform features support programmes for businesses and households to help them secure independent and backup power supplies, develop their own generation capacity and install energy storage systems.
The following support instruments are available to businesses across Ukraine:
- Interest-free loans for power generation equipment: Individual entrepreneurs and micro, small and medium-sized businesses can obtain loans of up to UAH 10 million for a term of three years at 0% interest.
- Preferential loans for cogeneration units: The “5–7–9%” programme offers loans of up to UAH 250 million for a term of up to 10 years to install cogeneration units.
- Financing for new generation capacity and energy storage systems: Large and medium-sized enterprises can obtain financing of up to EUR 25 million for a term of five years at an interest rate of up to 10% per annum.
- Partial compensation of loan interest: Projects involving distributed generation and energy storage installations can receive partial interest compensation through the National Development Institution.
- Support for households: Assistance is also available to individual homeowners.
Energy Independence for Individual Homeowners
The programme makes loans of up to UAH 480,000 more affordable for purchasing independent and backup power supply equipment. It covers interest payments, reducing the rate to 0% in the first year, and reimburses 20–30% of the principal, depending on the equipment package selected.
How Can You Find the Right Programme?
Visit eopora.gov.ua, select your category — for example, household or business — and specify your needs and region. The website will help you find available support programmes and official contacts.
These are just some of the programmes featured on the platform. It also provides information on assistance available to other population groups, homeowners’ associations and public institutions.
