On the sidelines of URC 2026, First Deputy Prime Minister of Ukraine — Minister of Energy Denys Shmyhal and EBRD President Odile Renaud-Basso signed a loan agreement under which the European Bank for Reconstruction and Development will provide EUR 90 million to strengthen the protection of Ukraine’s energy system and build strategic reserves of critical equipment.
“The financing will be provided to NPC Ukrenergo to strengthen Ukraine’s power system. It will support the restoration of transmission infrastructure, the construction of protective facilities, and the procurement of critical equipment. The EBRD remains one of the key partners supporting projects aimed at protecting Ukraine’s electricity transmission infrastructure. Since the beginning of Russia’s full-scale invasion, our partners have allocated more than EUR 582 million for these purposes and for building strategic reserves for Ukrenergo. We are sincerely grateful for this support,” said Denys Shmyhal.
He also noted that the loan agreement will finance the reconstruction of three major 330 kV substations, as well as the construction of a new substation in western Ukraine.
“We are grateful to the European Bank for Reconstruction and Development for its steadfast support of Ukraine. This assistance enables our energy system to continue operating despite ongoing attacks and helps ensure a reliable electricity supply for millions of Ukrainians,” Denys Shmyhal said.
