The meeting was chaired by Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territorial Development Oleksiy Kuleba. It was attended by representatives of the State Emergency Service, regional military administrations, Naftogaz of Ukraine, heat and power companies, and other relevant agencies and institutions.
The participants discussed:
- the readiness of the regions for the upcoming heating season;
- the creation of fuel reserves;
- the development of distributed generation and the operation of life support systems amid the ongoing challenges of martial law and the persistent threat from the Russian Federation.
The key priorities include protecting critical infrastructure, building reserves, and conserving resources.
Deputy Minister Mykola Kolisnyk informed the participants about the current state of energy resource security, emphasizing the importance of maintaining sufficient reserves of natural gas and coal to ensure the stable operation of housing and communal services enterprises.
Particular attention was given to preparations for the heating season in frontline regions, with a focus on the situation in Shostka, Sumy region, following targeted strikes by the Russian Federation on energy and gas supply facilities. Restoration efforts are ongoing, and gas supply has already been restored to most households.
The meeting also reviewed the readiness of regional action plans for responding to emergencies and extraordinary situations at critical infrastructure facilities within the life support and fuel and energy sectors.
