Denys Shuhalii participated in an international workshop on cybersecurity and energy system resilience

Deputy Minister of Energy of Ukraine for Digital Development, Digital Transformation and Digitalization Denys Shuhalii took part in an international workshop on cybersecurity and physical resilience of energy systems held in Chisinau. The event was organized by the German-Ukrainian Energy Partnership and the German Energy Agency (DENA), with participation from representatives of Ukraine, Moldova and Germany.

Participants discussed the protection of critical energy infrastructure, countering cyber and hybrid threats, and practical experience in implementing European standards in the field of security. Special attention was given to the cross-border nature of threats and their impact on the stability of the European energy space.

“Today, cybersecurity in the energy sector is no longer merely a technical issue — it is a matter of national security. The more integrated and digitalized energy systems become, the more vulnerable they are to cyberattacks and hybrid threats,” Denys Shuhalii stated.

He emphasized that for Ukraine these challenges have a very practical dimension, as energy infrastructure operates daily under constant pressure from both physical and cyberattacks, making cybersecurity a key element of resilience to ensure uninterrupted electricity supply. Despite these challenges, Ukraine’s power system continues to function and remains synchronized with the European grid.

Denys Shuhalii also noted that Ukraine is not only implementing European approaches but testing them under real attack conditions.

“Ukraine is not only implementing European approaches — we are effectively testing them under real attack conditions, identifying vulnerabilities and the need to adapt regulatory frameworks. Ukraine stands ready to share its experience — both successes and lessons learned — and contribute to strengthening the resilience of energy systems,” he stressed.

The workshop also addressed the implementation of European directives, including NIS2 Directive, information sharing on threats, and protection of cross-border energy infrastructure.
