Denys Shmyhal: Ukraine Will Receive Over EUR 600 Million For Energy Support And Decommissioned Equipment From Six European Thermal Power Plants

First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal reported on the outcomes of the Ukrainian delegation’s participation in the meeting of the International Energy Agency held on February 17–18 in Paris.

The delegation secured the following agreements:

  • Additional partner contributions to the Ukraine Energy Support Fund exceeding EUR 250 million.
  • A separate U.S. assistance program under the SPARK initiative totaling USD 276 million.
  • EUR 71 million in grant support from France to be provided in 2026.
  • The transfer and expedited delivery of decommissioned equipment from Latvia, Austria, Finland, Croatia, France, and Germany.

“The equipment will be relocated and rapidly installed. We are referring to at least six decommissioned thermal power plants and combined heat and power plants that will be transferred to Ukraine. This will allow us to quickly restore key facilities destroyed by the enemy and ensure heat supply to Ukrainian citizens,” said Denys Shmyhal.

During the visit, several key documents were signed, including:

  • A roadmap with France in the field of civil nuclear energy.
  • A memorandum with Canada on cooperation in the energy sector.

Among the additional outcomes was the agreement to establish a new coordination architecture for energy assistance – a unified energy pipeline – to accelerate deliveries, better align equipment specifications with Ukraine’s needs, and enhance efficiency.

“Ukraine, together with the Baltic states, Poland, Finland, Denmark, and Norway, has launched a regional coordination platform on energy sustainability for countries on the northeastern flank of the EU. This will create a unified framework for risk assessment and joint responses to emerging challenges,” said Denys Shmyhal.

In Paris, the Ukrainian side held meetings with representatives of the European Union, the United States, the United Kingdom, Denmark, Canada, Latvia, Germany, the Netherlands, Norway, Poland, Finland, and France.
Denys Shmyhal expressed gratitude to international partners: “I sincerely thank the Netherlands, the IEA, and France for organizing these events, a united Europe, and all the countries of the world that stand with Ukraine today. We feel your support. Light will prevail!”
