Ukraine is implementing systemic measures to strengthen energy resilience. This was emphasized by the First Deputy Prime Minister of Ukraine – Minister of Energy, Denys Shmyhal, during his speech at the International Energy Agency (IEA) events in Paris.
Denys Shmyhal briefed energy ministers from G7 countries, the European Union, and representatives of leading global companies on Russian attacks against Ukraine’s energy infrastructure and the country’s energy needs.
“Over the past two months, Russia has intensified strikes on our energy facilities, launching thousands of drones and missiles aimed at destroying substations and transmission lines that connect our power system,” said Denys Shmyhal.
He stressed that to prevent a humanitarian catastrophe, the international community must act quickly.
“We propose to our partners a unified coordination architecture – the creation of an Energy Task Force with three management levels: political, operational, and technical. This is an integrated system covering needs, projects, supplies, financing, and accountability,” Shmyhal noted.
According to him, the first level involves the creation of the Coordination Group on Energy Security of Ukraine (the energy ‘Ramstein’) as a strategic decision-making center. This ministerial-level group will hold quarterly meetings.
The second level is the operational level, which will translate political decisions into concrete actions, finalize agreements, prepare draft resolutions, and track commitments.
“We envision this as a secretariat in Kyiv with continuous communication with partners,” Shmyhal added.
The third level is the technical level, responsible for developing technical solutions, defining priority needs, monitoring supplies, and engaging the private sector.
As part of this initiative, the First Deputy Prime Minister invited partners to Kyiv on April 26 for an in-person meeting of the Ukraine Energy Coordination Group.
“This date is symbolic – 40 years since the Chernobyl disaster. The world must remember the consequences of negligence at nuclear facilities and prevent similar catastrophes in the modern era. I am grateful to everyone supporting Ukraine! Light will prevail!” emphasized Denys Shmyhal.
