On 25 June 2026, on the sidelines of the Ukraine Recovery Conference (URC2026) in Gdańsk, First Deputy Prime Minister of Ukraine — Minister of Energy Denys Shmyhal presented the vision for Ukraine’s updated Energy Strategy, which the Ministry of Energy is developing jointly with the World Bank. The document will define the priorities for the development of Ukraine’s energy sector, taking into account current challenges, recovery needs, and European integration.

"Ukraine is building a new energy system adapted to the challenges of the 21st century. Our strategic ambition is to restore 54 GW of installed capacity — the level Ukraine had before 2014. This future energy mix will be based on 50% nuclear power, 30% renewable energy sources, and 20% new gas-fired generation and modernised thermal power," Denys Shmyhal said.

The Minister stressed that one of the central pillars of the updated Strategy will be distributed resilience.

"We are creating an architecture of ‘energy cells’ — clusters capable of maintaining essential functions even if the central grid is damaged," he noted.

According to Denys Shmyhal, security will also become an integral element of the future energy system. Protection will be embedded into the very architecture of the grid through three complementary layers: infrastructure design, physical protection, and system-wide resilience.

Another key priority is the creation of a single energy space with Europe.

"Our priorities include expanding cross-border interconnection capacity with ENTSO-E to 4.5 GW, increasing gas transmission capacity, making full use of Ukraine’s underground gas storage facilities, expanding domestic gas production, strengthening energy corridors to Central Europe, and developing exports of clean energy," Denys Shmyhal emphasized.

The First Deputy Prime Minister — Minister of Energy expressed his gratitude to World Bank Managing Director of Operations Anna Bjerde and the World Bank team for their support in developing Ukraine’s updated Energy Strategy.
