First Deputy Prime Minister of Ukraine – Minister of Energy of Ukraine Denys Shmyhal held a meeting with members of Ukraine's diplomatic corps to coordinate engagement with international partners aimed at strengthening the country's energy resilience ahead of the winter season.
The meeting focused on the key needs of Ukraine's energy sector, including the repair and restoration of energy infrastructure, mobilization of international assistance, development of distributed generation, securing financing for natural gas imports, and preparations for the upcoming G7+ Energy Coordination Group meeting.
According to Denys Shmyhal, one of the Government's top priorities is building an emergency reserve of critical energy equipment for the winter. "In 2026, the Ministry of Energy's emergency assistance hubs have already received 5,700 tonnes of aid. Our goal, however, is to build a threefold reserve of all critical equipment," the Minister said.
He also noted that Ukraine continues to secure equipment being decommissioned abroad but still suitable for operation in Ukraine. More than 3,300 tonnes of such equipment from combined heat and power plants in Lithuania and Germany have already been delivered, with additional shipments expected from Latvia.
The participants also discussed international support for Ukraine's energy sector. Denys Shmyhal emphasized that the unfunded needs of the Ukraine Energy Support Fund exceed EUR 507 million, while Ukrainian energy companies require EUR 600 million to restore the financial stability of the balancing market.
Particular attention was devoted to strengthening the energy resilience of Ukraine's regions. Denys Shmyhal noted that Ukraine continues to expand distributed generation, local heat supply systems, and the network of "energy cells." Additional equipment is needed to implement these projects and further enhance the resilience of local communities.
The Minister also noted that Naftogaz Group requires an additional EUR 400 million to finance natural gas imports. Work is ongoing with international partners to secure the necessary funding.
The meeting also addressed preparations for the fifth ministerial meeting of the G7+ Energy Coordination Group ("Energy Ramstein"), scheduled for September, which will focus on strengthening international coordination in support of Ukraine's energy sector.
"Ukrainian diplomacy has repeatedly demonstrated its ability to unite partners and find solutions to the most difficult challenges. I am confident that together we will prevail. Light will prevail!" Denys Shmyhal concluded.
