Denys Shmyhal Holds Series of Bilateral Meetings at URC2026, Secures Enhanced Support for Ukraine’s Energy Sector

First Deputy Prime Minister of Ukraine — Minister of Energy Denys Shmyhal held a series of high-level bilateral meetings on the sidelines of the Ukraine Recovery Conference (URC2026) in Gdańsk.

Key outcomes include:

GBP 210 million to ensure a stable supply of nuclear fuel for Ukraine’s nuclear power plants over the next two years. The agreement was signed during Denys Shmyhal’s meeting with UK Foreign Secretary Yvette Cooper.
EUR 178 million from the Netherlands to support Ukraine’s preparations for the upcoming winter and the development of distributed generation. During his meeting with Dutch Minister for Foreign Trade and Development Cooperation Sjoerd Sjoerdsma, the parties signed a Roadmap for Energy Cooperation between Ukraine and the Netherlands.
EUR 90 million from the European Bank for Reconstruction and Development (EBRD) to strengthen the protection of Ukraine’s power system and build strategic equipment reserves. During their meeting at URC2026, Denys Shmyhal and EBRD President Odile Renaud-Basso signed the relevant agreement and discussed further cooperation.
EUR 4 million from Lithuania to strengthen the energy independence of Ukrainian schools and hospitals. First Deputy Prime Minister of Ukraine — Minister of Energy Denys Shmyhal and Lithuanian Minister of Energy Žygimantas Vaičiūnas signed a Joint Declaration on strengthening cooperation in energy resilience and recovery.
Denys Shmyhal also met with Polish Minister of Energy Miłosz Motyka to discuss expanding bilateral cooperation, including the construction of new interconnectors and enhanced cooperation in the gas and oil sectors.
During his meeting with U.S. Deputy Secretary of State Jeremy Lewin, Denys Shmyhal expressed gratitude to the United States for its continued support of Ukraine, including the USD 175 million contribution to Ukraine’s energy sector. The parties discussed the current needs of Ukrainian energy companies and future U.S. assistance. Denys Shmyhal emphasized that Ukraine counts on continued U.S. support.
Further strengthening cooperation with the United Nations Development Programme (UNDP) was the focus of Denys Shmyhal’s meeting with UNDP Administrator Alexander De Croo. The parties discussed the next steps and priority areas of cooperation in preparing Ukraine for the upcoming winter and addressing the needs of the energy sector. Denys Shmyhal also expressed gratitude for UNDP’s support in humanitarian demining and veterans’ reintegration.
Among the priorities discussed were the continued procurement of equipment for recovery and emergency reserves, the construction and rapid deployment of new flexible generation capacity, the physical protection of energy infrastructure, and the accumulation of strategic energy reserves.
During his meeting with Prime Minister of Latvia Andris Kulbergs, Denys Shmyhal discussed the transfer to Ukraine of equipment from decommissioned Latvian energy facilities, as well as cooperation on supply routes and the use of energy infrastructure in the Baltic region.
