Denys Shmyhal Holds Meeting with Representatives of Distributed Gas Generation Businesses

The First Deputy Prime Minister of Ukraine – Minister of Energy, Denys Shmyhal, held a second meeting with representatives of distributed gas generation businesses to discuss systemic solutions aimed at ensuring the stable and predictable operation of gas-based generation in Ukraine.

According to Denys Shmyhal, significant preparatory work has been carried out in less than two weeks, in particular with regard to:

  • simplifying procedures for approving the placement of installations and equipment within the protection zones of main gas pipelines. The relevant order of the Ministry of Energy has already been registered;
  • introducing a preferential price for natural gas (PSO) for cogeneration facilities in frontline areas. As noted by Denys Shmyhal, it is important to extend this mechanism to facilities constructed since the beginning of the full-scale war; the corresponding draft decision has been submitted to the Government for consideration;
  • addressing the issue of suspending gas distribution charges in cases where installations are not operational due to damage and there is no access to the gas network. The National Energy and Utilities Regulatory Commission has already developed the relevant amendments to the Gas Distribution Systems Code and the Standard Natural Gas Distribution Agreement, and has issued official clarifications to market participants;
  • protecting newly constructed distributed generation facilities — the Ministry of Energy is working jointly with regional military administrations and the State Agency for Restoration to compile the relevant lists.

Denys Shmyhal thanked all participants for the constructive and systematic dialogue and for their readiness to cooperate in further strengthening the resilience of Ukraine’s energy system.
