The First Deputy Prime Minister of Ukraine – Minister of Energy, Denys Shmyhal, held a meeting with market participants on the restoration of electricity generation and distribution systems as part of preparations for the upcoming winter period.

During the meeting, participants reviewed the state of preparedness across key areas, including the repair campaign, reserve formation, mobilisation of international support, protection of facilities, and infrastructure modernisation. Specific solutions, performance indicators, and implementation timelines were also considered.

In particular, the implementation of the repair programme was discussed in detail. Each facility was reviewed in terms of completed works, current condition, and adherence to established timelines. The objective is to ensure maximum available capacity ahead of winter. At the same time, the list of companies’ needs is being updated for further engagement with international partners.

Special emphasis was placed on accelerating the mobilisation of assistance. Work is ongoing with the Energy Community Secretariat to simplify procurement procedures through the Energy Support Fund. The goal is to nearly halve the current timelines for procuring critically needed equipment to ensure timely preparation for the autumn-winter period.

In parallel, efforts are underway to build up equipment reserves. Among the priorities are mobile substations for distribution system operators. The strategic objective is to ensure a reserve of 50–100 units for rapid response to potential damage.

Participants also reviewed the status of protection measures at energy facilities, the progress of related works, and identified further steps to strengthen them.

“We are keeping the situation under control and continuing coordinated preparations of the energy system for the autumn-winter period,” Denys Shmyhal emphasized.
