First Deputy Prime Minister of Ukraine – Minister of Energy of Ukraine Denys Shmyhal held a meeting with representatives of the American Chamber of Commerce (ACC), during which the parties discussed preparations for the upcoming winter season, strengthening the resilience of Ukraine’s power system, and priority areas for the development of the energy sector.
Particular attention was paid to the protection of energy infrastructure, the establishment of equipment reserves and rapid recovery capabilities, the development of distributed generation, as well as ensuring resource resilience and stable gas supply.
Denys Shmyhal provided an update on the development of Ukraine’s updated Energy Strategy, which is being prepared in cooperation with the World Bank. The document is intended to lay the foundation for a new model of Ukraine’s energy sector — resilient, competitive, and attractive to private investment.
The parties also discussed the concept of “energy cells,” which envisages the development of smaller-scale generation projects requiring lower capital expenditures and shorter implementation timelines.
In addition, Denys Shmyhal presented measures already being implemented to develop the energy market and stimulate investment. These include the reform of the balancing market, the launch of a new tender for the construction of more than 1.5 GW of new generation capacity, the increase of the annual renewable energy support quota to 1 GW, the expansion of direct power purchase agreements (PPAs), the development of distributed generation, and incentives for natural gas production.
The participants also discussed corporate governance, optimization of state-owned enterprises, corporatization of state assets, and the further integration of Ukraine’s energy sector into the European energy market.
