First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal held the fourth meeting with representatives of the gas generation sector to discuss the necessary steps and already implemented solutions aimed at ensuring stable and economically sustainable operation of the sector.

As Denys Shmyhal noted, the following key results have already been achieved:

1. Simplified connection of new generation facilities to the grid: The National Energy and Utilities Regulatory Commission (NEURC) shortened connection timelines, reduced the number of required documents, introduced temporary connection mechanisms, and extended the validity of simplified procedures until 2027. Currently, connection procedures for approximately 204 MW have already been processed under the new mechanisms.

2. Cancelled gas distribution charges for facilities damaged by hostilities and unable to operate.

3. Until the end of 2026, the penalty coefficient for exceeding contracted gas capacity has been cancelled for electricity producers operating on the balancing market.

4. Unblocked approval procedures for equipment placement within protected zones of main gas pipelines: A permanent Commission has been established to review relevant matters, significantly accelerating the commissioning of new gas turbine and gas piston units.

5. Simplified procedures for the construction and restoration of protective structures at energy facilities: Amendments adopted allow such works to be carried out under the “design-build” principle — simultaneously with project documentation development and without waiting for completion of all permitting procedures.

“We continue systematically removing barriers that hinder the development of distributed generation and are creating transparent economic conditions for business development in this sector,” the Minister of Energy emphasized.
