Denys Shmyhal: Consolidating Public-Private Partnerships to Restore Ukraine’s Energy Sector

First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal participated in a discussion between President of Ukraine Volodymyr Zelenskyy and representatives of international business, with the participation of the President’s Advisor on Economic Development, Chrystia Freeland.

The meeting focused on the urgent needs of Ukraine’s energy sector and opportunities to attract private capital for its recovery and modernization.

“According to the latest World Bank assessment, the total recovery needs of the energy sector amount to USD 90.6 billion. These needs cannot be met through public funding alone. We must consolidate our efforts through effective public-private partnership mechanisms on mutually beneficial terms,” the Minister stated.

Denys Shmyhal emphasized that Ukraine offers international partners not only solidarity, but also clearly defined investment opportunities.

“We have already identified five key investment clusters. First, energy storage systems (BESS) and flexible reserves, which are essential to offset emergency outages and generation volatility. Second, renewable energy sources - including C&I energy, wind, and hydropower - which reduce pressure on other types of generation. Third, flexible gas-fired generation: gas piston and gas turbine units, peaking plants, and cogeneration facilities. Fourth, the development of local Smart Grid networks for communities, critical infrastructure, and enterprises. Fifth, the expansion of aggregation mechanisms. Aggregators enhance the competitiveness of small-scale producers - from households with rooftop solar installations to integrated Virtual Power Plants (VPPs),” he noted.

The Minister underscored that the Government is establishing transparent and predictable conditions for cooperation and expects practical solutions to be implemented without delay.

“We are open to investment in Ukraine’s energy sector, we are counting on joint projects, and we must deliver tangible results before the next heating season,” Denys Shmyhal concluded.
