Under the decision, private natural gas production companies will be entitled to export up to 15% of their own monthly production. The proceeds from these exports will be directed towards protecting gas production facilities against Russian attacks and strengthening Ukraine’s defence capabilities.

Based on the current natural gas balance projections for 2026–2027, implementation of this decision will not affect the ability to meet domestic market demand during the autumn-winter period. Ukraine’s underground gas storage facilities currently hold nearly 15.8 billion cubic metres of natural gas, exceeding the minimum level by 2.6 billion cubic metres and the target projected level by 1.2 billion cubic metres.

Exports will take place from 1 March to 30 November of each calendar year. Natural gas exports will not be permitted from 1 December to 28 February.

The decision also provides for mechanisms to suspend exports promptly in the event of a threat of natural gas shortages or a crisis situation in the domestic market. Meeting Ukraine’s domestic needs remains a Government priority.
