A meeting of the Crisis Committee under the Ministry of Energy of Ukraine, chaired by Deputy Minister of Energy Hanna Lihun, was held with the participation of representatives of companies from the oil and gas sector.
The agenda focused on preparations for the upcoming heating season and the decisions required to ensure the stable operation of the gas sector amid wartime challenges.
Participants reviewed the performance of the gas sector during the 2025–2026 autumn-winter period and discussed situations related to above-norm gas consumption resulting from exceptional pressure on the system. To ensure the financial stability of critical infrastructure enterprises and prevent debt accumulation in cases where consumption limits are exceeded, the Crisis Committee recommended that the Regulator consider revising the standard production and technological losses and consumption rates of natural gas for 2026, without altering natural gas distribution tariffs.
The key objective is to avoid any additional tariff burden on consumers while creating conditions that will enable companies to enter the next heating season in a financially sustainable position, with sufficient resources to carry out repairs and ensure reliable operation during peak winter demand.
Particular attention was also paid to the operation of the gas production sector. Discussions focused on mechanisms for payment for reserved gas transmission capacities in cases where production infrastructure has been damaged as a result of Russian attacks. The Committee recommended that the Regulator develop temporary solutions that would allow companies to allocate more resources toward restoring damaged facilities, repairing wells, and maintaining production levels.
Preparation for the winter period remains one of the Ministry of Energy’s key priorities. The stable operation of gas infrastructure, sufficient resource availability, and the readiness of networks to withstand peak demand are essential components of Ukraine’s energy security. Systematic work in all these areas is ongoing.
