Briefing by First Deputy Minister of Energy of Ukraine Artem Nekrasov on the Situation in the Power System as of 21 January

21 January 2026, 11:00

- The situation in Ukraine’s power system remains difficult. Efforts to eliminate the consequences of ongoing Russian attacks on energy infrastructure facilities are continuing. Repair crews of energy companies and district heating utilities are working around the clock.

- As a result of overnight enemy attacks, consumers in Odesa, Dnipropetrovsk, Kharkiv, and Zaporizhzhia regions were left without power as of the morning. Emergency repair and restoration works have been launched in all affected regions.

- In Kyiv and the Kyiv region, the situation remains challenging due to additional load caused by freezing temperatures. Emergency crews from other regions, as well as teams from Ukrzaliznytsia, have been deployed to restore electricity and heat supply. Distribution system operators continue to apply network-related restrictions; previously published hourly outage schedules are temporarily suspended.

- Water supply has been restored in the capital. A review of the operation of critical infrastructure facilities is ongoing in order to release additional volumes of electricity for household consumers. Kyiv has received 55 additional generators from the reserve hub of the Ministry of Energy of Ukraine, with further assistance from partners expected.

- As in previous weeks, network restrictions remain in place in the Odesa region. In other regions, hourly outage schedules and capacity limitations for industry are being applied. In a number of regions, emergency outages are being enforced due to equipment overload caused by severe frost.

- Due to the large-scale attacks by the Russian Federation, a state of emergency regime is in effect in Ukraine’s power system.

- The First Deputy Minister expressed his gratitude to energy workers, municipal services, emergency responders, and railway workers for their dedication and continuous work.
