Briefing by Deputy Minister of Energy of Ukraine Olha Yukhymchuk on the state of the energy system as of the morning of 15 December

15 December 2025, 10:31

The situation in Ukraine’s power system remains difficult but under control. Russia continues to carry out daily attacks on electricity generation, transmission, and distribution facilities, primarily in border and frontline regions.

Over the weekend, Odesa region was hit by one of the most massive attacks. The enemy deliberately targeted electricity distribution and transmission facilities, including substations of NPC Ukrenergo. As a result, consumers in Odesa, Mykolaiv, and Kherson regions were temporarily left without power supply.

During the weekend, power engineers managed to restore electricity supply to more than 184,000 consumers and critical infrastructure facilities in Odesa and the region. At the same time, more than 430,000 customers in the region remain without electricity. Emergency repair and restoration works are ongoing around the clock. In Mykolaiv region, power supply has already been restored for more than 345,000 consumers.

In Dnipropetrovsk region, a power sector worker was injured as a result of a repeated enemy strike on an energy facility. The injured person was taken to hospital and is receiving the necessary medical care.

Due to damage to energy infrastructure, scheduled hourly power outage regimes continue to be applied in certain regions of Ukraine. Overall, across the country—except for the southern regions—the situation is gradually improving.

More details on the state of the power system are available in the briefing by the Deputy Minister of Energy of Ukraine.
