Briefing by Deputy Minister of Energy of Ukraine Olha Yukhymchuk on the Situation in the Energy System as of the Morning of 26 December

The enemy carried out attacks on generation facilities and electricity transmission and distribution networks in several regions. As a result, as of the morning, consumers are without power in Donetsk, Odesa, Mykolaiv, Kherson, and Kharkiv regions. Energy workers are working to restore electricity supply as quickly as possible.

Due to continuous attacks by the Russian Federation, consumption limitation measures are currently applied in almost all regions of Ukraine to help balance the energy system.

The Ministry of Energy is coordinating with the State Energy Supervision Inspectorate and Regional Military Administrations to release additional capacity and ensure a fair and balanced electricity distribution amid system constraints and damages. In particular, this includes regulating disconnections of consumers powered by critical infrastructure networks, which are not included in the hourly outage schedules.

Despite the challenges, Ukraine’s energy system continues to operate as a unified whole. The country remains synchronized with Europe, all cross-border flows are maintained according to agreements with partners, import capacities are used, and emergency assistance is applied when necessary.
