Briefing by Deputy Minister of Energy of Ukraine Oleksandr Viazovchenko on the state of the power system as of the morning of December 19

19 December 2025, 10:15

- The most challenging situation remains in the regions bordering russia and in frontline areas. The enemy continues systematic attacks on the Donetsk, Zaporizhzhia, Sumy, Kharkiv, Kherson, and Chernihiv regions, where extensive damage to generation facilities as well as electricity transmission and distribution networks has been recorded.

- As a result of overnight strikes on energy infrastructure in the Odesa region, more than 73,000 consumers remain without electricity as of the morning. Restoration works are ongoing. In addition, due to attacks on energy facilities in the Dnipropetrovsk region, more than 26,000 consumers are currently without power.

- Restoration works are underway both at high-voltage substations operated by NPC Ukrenergo and at facilities of distribution system operators. Power engineers are working around the clock to return equipment to operation as quickly as possible.

- Due to significant damage to networks and limited electricity transmission capacity in certain regions, scheduled hourly outages continue to be applied. There remains a need for prudent electricity consumption, in particular shifting energy-intensive processes to nighttime hours after 11:00 p.m.

- As a result of the review of critical infrastructure facility lists, the Government has managed to free up at least 800 MW of electric capacity, which will allow for a reduction in the duration of outage schedules for households and industry during the autumn–winter period.

More details on the situation are available in the briefing by Deputy Minister of Energy of Ukraine Oleksandr Viazovchenko.
