Briefing by Acting Minister of Energy of Ukraine Artem Nekrasov on the State of the Energy System as of the Morning of 18 December

18 December 2025, 10:20

- Overnight, Russia attacked Mykolaiv, Zaporizhzhia, Cherkasy, Sumy, and Dnipropetrovsk regions. As a result of the attacks, more than 180,000 consumers were left without electricity. Most of them have already been reconnected thanks to the round-the-clock work of energy workers.

- Due to previous massive attacks, more than 12,000 consumers in Odesa region currently remain without power. Emergency restoration works in the region continue around the clock.

- The Anti-Crisis Energy Headquarters is promptly processing all requests to accelerate the restoration of damaged capacities. Cooperation with international partners continues through the Ukraine Energy Support Fund and other mechanisms for attracting additional assistance to the energy sector.

- The energy system is currently being balanced through all available generation, electricity imports, and the application of regional outage schedules. Due to daily shelling and reduced network transmission capacity, the cancellation of outage schedules is currently impossible.

- In the near future, the release of an additional 800 MW of electrical capacity is expected, which will be redistributed among consumers. To this end, the working group under the Ministry of Energy has provided regional military administrations with lists of facilities that are not critical and must be transferred to general outage schedules.

- The Government is also focusing on the development of distributed generation. By the end of the year, the commissioning of an additional 300 MW of capacity is expected. In addition, households and businesses have already installed solar power plants with a total capacity of about 1 GW. The “Affordable Loans 5-7-9%” program and the state support program “Energy Independence of Individuals – Household Owners” remain in effect for citizens.

More details on the situation in the energy system are available in the briefing by Acting Minister of Energy of Ukraine Artem Nekrasov.
