Briefing by Acting Minister of Energy of Ukraine Artem Nekrasov on the State of the Energy System as of the Morning of 17 December

- The situation in Ukraine’s energy system remains challenging due to Russia’s ongoing attacks on energy infrastructure facilities. Overnight, the enemy attacked Dnipropetrovsk region. All consumers have been supplied with electricity.

- Emergency restoration works are ongoing in Odesa region, which sustained significant damage as a result of massive attacks on 13 and 14 December. As of this morning, around 32,000 consumers are still awaiting the restoration of electricity supply.

- Due to systematic shelling by the Russian Federation, on average about 400,000 consumers remain without electricity every day, primarily in border and frontline regions. The number of de-energized consumers varies depending on the intensity of enemy attacks.

- Russia continues to target power plants as well as electricity transmission and distribution facilities, which complicates and prolongs the restoration process. At the same time, repair works are ongoing continuously, allowing the situation in the energy system to remain under control.

- In regions where hourly outage schedules are in place, there remains a need for energy conservation. We urge consumers to максимально limit the use of high-power electrical appliances and, where possible, shift energy-intensive activities to nighttime hours after 23:00.

- To free up additional capacity, an interagency working group is operating under the Ministry of Energy. As a result of reviewing the relevant lists, at least 800 MW of electric capacity has been released, which will help reduce the duration of outage schedules for households and industry.
