Artem Nekrasov took part in a coordination meeting on preparations for the second aid package under the Frontline Communities Support Programme

Specific requests from frontline regions ahead of the winter season were discussed during a coordination meeting chaired by Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development, Oleksiy Kuleba. The meeting was attended by representatives of relevant ministries and agencies, heads of regional military administrations, and representatives of local communities.

The purpose of the meeting was to coordinate further steps and identify effective tools to ensure that residents of frontline territories have access to all essential services. The discussion focused on critical needs such as heating, electricity, water supply, housing, road infrastructure, and the stable operation of utilities.

First Deputy Minister of Energy of Ukraine Artem Nekrasov reported on the readiness of Ukraine’s energy sector for the upcoming winter. He highlighted ongoing efforts to accumulate the necessary volume of energy resources to ensure the uninterrupted operation of housing and communal service providers during the heating season. The key objective is to meet demand during peak consumption periods with the onset of cold weather and to establish adequate reserves to address potential emergency situations.

Given the enemy’s continued attacks on Ukraine’s energy infrastructure, efforts are ongoing to strengthen engineering protection and restore damaged facilities.

Repairing critical infrastructure remains one of the key priorities of the second aid package under the Frontline Communities Support Programme, which the government is currently developing.

As a reminder, the Programme already offers several support mechanisms for residents of frontline regions, including free electricity (100 kWh per person and 300 kWh per household), as well as extended loan terms for businesses under the “5-7-9” programme. This initiative enables enterprises to enhance their energy independence by installing alternative energy sources.
