During the Decentralised Generation 2.0 Forum, First Deputy Minister of Energy of Ukraine Artem Nekrasov presented the key features of the newly announced tender for the construction of 1.5 GW of new highly flexible gas-fired generation capacity.

"We are offering businesses clear, transparent rules and effective incentives for investment. At the same time, we have clear requirements. Our priority is not the number of projects but their quality and the speed of implementation," stressed the First Deputy Minister of Energy.

The conditions of the new tender were developed based on the experience gained during the previous stage held in December 2025, as well as feedback from investors and businesses.

The state's demand for new generation capacity is directly linked to the actual needs of energy-deficient regions that have suffered the most from Russian attacks. These include the Kharkiv, Sumy, Poltava, Dnipropetrovsk, Odesa, Chernihiv, and Kyiv regions, as well as the city of Kyiv.

The tender establishes clear commissioning deadlines: successful bidders must complete construction within 20 months of signing the contract. All 1,505 MW of additional generating capacity must be commissioned by the end of 2027, while construction must begin no later than November this year.

Other key requirements include:

  • only brand-new generating units that have never been previously operated;
  • a guaranteed capacity of at least 10 MW per facility;
  • compliance with the second level of physical protection requirements;
  • the ability to operate in the absence of voltage from the external grid (black-start capability);
  • a guaranteed service life of at least 20 years or 100,000 operating hours.

The new generating units must also meet strict technical requirements. They must:

  • start operating within 30 minutes after receiving a dispatch instruction from the transmission system operator;
  • achieve full output regulation within five minutes;
  • provide a wide operating range and maintain continuous operation for at least 16 hours.

According to the First Deputy Minister of Energy, only financially sound companies will be eligible to participate. Applicants must not be undergoing liquidation or bankruptcy proceedings, must have no overdue obligations to NPC Ukrenergo, and must possess all necessary legal authority to implement the proposed projects.

Companies or beneficial owners subject to Ukrainian or international sanctions, as well as entities linked to the aggressor state, will not be allowed to participate. Companies registered or operating in the temporarily occupied territories of Ukraine will also be excluded from the tender.
