On 24 June 2026, the 17th Steering Committee Meeting of the Ukraine Donor Platform was held on the sidelines of the Ukraine Recovery Conference in Gdańsk.
The Ministry of Energy of Ukraine was represented by Deputy Minister of Energy for European Integration Anatolii Kutsevol.
International participants included Gert Jan Koopman, Director-General for Neighbourhood and Enlargement Negotiations at the European Commission; Kirsten Selinger, Acting Coordinator of U.S. Assistance to Europe, Eurasia and Central Asia at the U.S. Department of State; Paweł Kowal, Commissioner of the Government of Poland for the Reconstruction of Ukraine; Muriel Lacoue-Labarthe, Special Envoy of the President of the French Republic for Assistance and Reconstruction of Ukraine; as well as representatives of the G7 countries, the European Commission, and international financial institutions.
The meeting focused on Ukraine’s progress in implementing its 2026 rapid recovery and investment priorities, strengthening project preparation capacity, implementing recommendations under the GROUND and RIRA initiatives, preparing for the next heating season, and implementing the Joint Energy Action Plan.
During his remarks, Anatolii Kutsevol thanked international partners for their unwavering support of Ukraine’s energy sector and emphasized that Ukraine is already actively preparing for its fifth heating season under full-scale war conditions.
He identified three immediate priorities: restoring generation capacity, securing critical energy equipment and strengthening the protection of energy infrastructure, and building sufficient natural gas reserves.
"We are fully committed to restoring generation capacity and striving to recover as much generation as possible to ensure a stable winter. Achieving this requires continued support from our international partners," Anatolii Kutsevol stated.
The Deputy Minister also stressed the importance of strengthening the physical protection of energy facilities, noting that it is essential for safeguarding the results of ongoing recovery efforts.
"Ukraine continues to work with international partners to implement resilience plans that include establishing strategic reserves of energy equipment and strengthening the physical protection of critical infrastructure. We call on our partners to support us in both areas," Anatolii Kutsevol emphasized.
He also highlighted the effectiveness of the Ukraine Energy Support Fund, which remains one of the key international mechanisms for supporting the recovery of Ukraine’s energy sector.
Anatolii Kutsevol further informed participants about the active work of the specialized Energy Security Working Group, which coordinates the identification of the sector’s priority needs and cooperation with international partners on financing them.
Concluding his remarks, the Deputy Minister thanked international partners for their consistent support of Ukraine’s energy sector and underlined that continued coordination through the Ukraine Donor Platform, the Ukraine Energy Support Fund, and the Energy Ramstein format will be essential for preparing the energy system for the next heating season, advancing its recovery, and strengthening its long-term resilience.
