Deputy Minister of Energy of Ukraine Anatolii Kutsevol held a meeting with representatives of the European Bank for Reconstruction and Development (EBRD) to discuss preparations for the implementation of the Renewable Energy Acceleration and Market Development for Ukraine (RAMP UP) project, the further development of Ukraine's energy market, and the steps required to introduce new market mechanisms.

Anatolii Kutsevol thanked the EBRD for its consistent support of Ukraine's energy sector and stressed that the Ministry of Energy supports initiatives aimed at attracting private investment and mitigating war-related risks for new energy projects.

"We support the EBRD's initiative to establish an investment risk mitigation mechanism. At the same time, its successful implementation requires clearly defining the legal, financial and operational framework of the mechanism, as well as ensuring coordinated cooperation among all public authorities involved in its implementation," the Deputy Minister said.

During the meeting, the parties discussed the development of the de-risking mechanism under the RAMP UP project, which is expected to facilitate private investment in the construction of new generation capacity, particularly in the renewable energy sector.

Particular attention was also given to the development of a price stabilisation mechanism, one of the project's key components, designed to provide predictable conditions for the implementation of investment projects.

The parties are currently working jointly on the design of the mechanism, including its legal, financial and operational framework. This will enable a comprehensive assessment of its impact on the electricity market, support the preparation of the necessary legislative amendments, and ensure the effective implementation of the project.
