Ukraine continues its systematic efforts to strengthen the energy resilience of healthcare facilities and introduce alternative power sources to ensure their uninterrupted operation, including during prolonged power outages.
Recently, as part of the joint “Ray of Hope” project of the Ministry of Energy of Ukraine and the Ministry of Health of Ukraine, a hybrid solar power plant with an energy storage system was commissioned at the All-Ukrainian Medical and Rehabilitation Centre “Tsybli”.
This is particularly important for the facility, as more than 300 patients receive care there every day, while more than 4,000 people undergo treatment and rehabilitation at the centre each year, primarily Ukraine’s defenders and people affected by the war. The centre provides a wide range of services, including medical rehabilitation, psychological and palliative care, comprehensive diagnostics, as well as cardiology, neurology and dental services.
The installed capacity of the hybrid solar power plant is 210 kW. The system comprises solar panels with a total installed capacity of 231.45 kW, an energy storage system with a capacity of 270 kWh, and six hybrid inverters with a combined capacity of 210 kW.
The system operates as follows: electricity generated by the solar panels is supplied through the inverters to meet the facility’s needs, while surplus electricity can be stored in batteries and used in the event of interruptions to the external power supply.
The plant currently generates more than 10 MWh of electricity per month. At the current electricity price of UAH 9.16 per kWh, this could potentially save the facility approximately UAH 90,000 per month. Actual generation depends on weather conditions; during periods of peak solar activity, generation may more than double, correspondingly increasing the potential savings.
Overall, the development of alternative power sources is an important component of preparing healthcare facilities for the autumn-winter period and strengthening their energy resilience. Work in this area will continue.
The “Ray of Hope” programme is a joint initiative of the European Commission, the Ministry of Energy of Ukraine and the Ministry of Health of Ukraine, implemented within the framework of the Ukraine Energy Support Fund and coordinated by the Energy Community Secretariat.
The programme aims to strengthen the energy resilience of healthcare facilities by providing them with solar panels, energy storage systems and other equipment required to ensure reliable electricity supply and uninterrupted operation even under challenging conditions.
