To ensure a stable and uninterrupted heating season in 2025/2026, the Government of Ukraine has approved a preferential natural gas price of UAH 19,000 per 1,000 m³ (including VAT) for electricity producers operating thermal power plants, combined heat and power plants, as well as gas turbine and gas piston units located in frontline communities.
The corresponding amendments have been introduced to the Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Regulation on Imposing Special Obligations on Natural Gas Market Participants to Ensure Public Interests in the Functioning of the Natural Gas Market.”
This decision enables Naftogaz Trading LLC to conclude new natural gas supply contracts with electricity producers (business entities generating electricity at thermal power plants, combined heat and power plants, gas turbine and gas piston installations) operating in frontline territories.
According to Artem Nekrasov, Acting Minister of Energy of Ukraine, the Government’s objective is to stimulate electricity and heat generation in the most affected regions: “To stimulate such generation, a preferential price for natural gas of UAH 19,000 per 1,000 m³ (including VAT) will be applied. The price will remain valid from the moment of signing a new contract until 1 December 2026.”
Electricity producers will be eligible to receive gas at the preferential price provided they meet the following criteria:
- they are registered participants in the electricity market;
- they are entering into an agreement with Naftogaz Trading for the first time under these Regulations;
- they are included in the list approved by the Ministry of Energy based on recommendations from NPC Ukrenergo.
