
Artem Nekrasov
Artem Nekrasov was appointed First Deputy Minister of Energy of Ukraine by Resolution of the Cabinet of Ministers of Ukraine No. 808-r dated August 1, 2025.
Artem Nekrasov was born in 1979 in Kharkiv.
He holds three higher education degrees, including in the field of energy. In 2001, he graduated from the National University of Internal Affairs with specializations in "Law" and "Information Systems in Management". He also received a specialist degree in "Electric Power Engineering, Electrical Engineering, and Electromechanics" from Zaporizhzhia National Technical University.
He has extensive experience in the energy sector, having worked at enterprises engaged in the design, production, and implementation of highly flexible gas-fired electricity generation, as well as in electricity distribution and supply.
He began his career in law enforcement agencies in the city of Sumy and later worked as an assistant attorney. All his subsequent professional activity has been related to the energy sector. He worked as a legal advisor in the legal department of PJSC “Sumyoblenergo”, head of the legal department at the State Enterprise R&D Complex “Zorya-Mashproekt”, and as an advisor to the General Director of PJSC “Zaporizhzhiaoblenergo”.
Since 2017, he has held managerial positions at JSC “Kharkivoblenergo”, including Deputy Director for Asset Protection and Economic Security, Director of “Kharkivenergozbut”, and Commercial Director of JSC “Kharkivoblenergo”.
During 2020–2021, he served as an advisor to the Director of SE “Kalush Thermal Power Plant – Nova”, and later as an advisor to the President of SE NNEGC “Energoatom”.
Since November 2021, he held the positions of Deputy Director for General Affairs, First Deputy Director, and, pursuant to Resolution of the Cabinet of Ministers of Ukraine No. 1203-r dated December 27, 2022, he served as Acting Director of the State Enterprise “Guaranteed Buyer”.
