Ukraine Prepares for the Fourth Wartime Winter, Energy Sector’s Readiness for the Heating Season Proceeds on Schedule – Svitlana Grynchuk

In Zaporizhzhia, under the chairmanship of Prime Minister of Ukraine Yulia Svyrydenko, a meeting of the Anti-Crisis Energy Headquarters took place. The meeting was attended by Vice Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development Oleksii Kuleba, Minister of Energy of Ukraine Svitlana Grynchuk, representatives of the Verkhovna Rada, energy companies, the Ministry of Defense, the General Staff of the Armed Forces of Ukraine, and the State Service of Special Communications and Information Protection.

The meeting discussed the implementation of the approved Action Plan for preparing the housing and utilities sector and the energy sector for the 2025/2026 autumn–winter period.

Minister of Energy Svitlana Grynchuk emphasized that preparations in the energy sector are proceeding according to schedule, and in certain areas even ahead of it. “Repair and restoration works at energy facilities continue, 17.6 GW of capacity will be ready for load during the heating season. Resource stocks are being accumulated, equipment reserves are being formed, and emergency response drills are being conducted. The protection of critical infrastructure is being strengthened, distributed generation is developing: this year 194 MW have already been put into operation, and by the end of the year another more than 380 MW are expected. All possible scenarios are being calculated to maximize the readiness of the energy system for the upcoming winter,” Svitlana Grynchuk noted.

The Minister stressed that energy companies are strengthening the protection of critical infrastructure, while the military are reinforcing air defense. Ukraine is also attracting international support, in particular from the Energy Support Fund, UNDP, EBRD, JICA, and the World Bank.

As part of the headquarters’ work, participants visited several energy facilities in Zaporizhzhia, where they inspected the progress of repair and restoration works as well as protection measures. In addition, Minister of Energy of Ukraine Svitlana Grynchuk, together with Prime Minister of Ukraine Yulia Svyrydenko, held a meeting with energy equipment manufacturers, during which they discussed the industry’s urgent needs and opportunities for state support.

The Ministry of Energy continues to coordinate the work of all key market participants to ensure the stable passage of the heating season and guarantee Ukrainians electricity, heat, and gas in winter.
