On Monday, 18 August, Prime Minister of Ukraine Yulia Svyrydenko and the Cabinet of Ministers presented the Draft Government Action Program for 2025–2026. The presentation involved Members of Parliament, civil society, the business community, and international partners.
The Prime Minister noted that the Draft Action Program is built on four fundamental pillars: security, economy, dignity, and recovery. Based on this framework, 12 strategic priorities have been defined, which will be translated into concrete policies and actions.
During a panel discussion “Economy for People. Development”, the Minister of Energy of Ukraine Svitlana Grynchuk emphasized:
“Our goal is to ensure the stable operation of the energy system during the winter period. Preparing for the upcoming heating season and all potential scenarios is one of the a key priorities for the Government and a primary task for the Ministry of Energy of Ukraine.”
To achieve these goals, the following key strategic directions have been identified::
- Repair and Restoration. It is planned to repair 3.2 GW of generation capacity in 2025. The majority of this work has already been completed, with all activities expected to conclude on schedule.
- Protection of Energy Facilities. The engineering solutions and air defense protection of infrastructure is being systematically strengthened. This work is carried out in close coordination with the Armed Forces, the Ministry of Internal Affairs of Ukraine, the State Service of Special Communications, and energy companies.
- Building Resource Reserves. The target is to accumulate at least 13.2 bcm of gas by the start of the heating season, with 4.6 bcm to be secured through imports. Strong support from partners has been instrumental in this effort. The Government of Norway has allocated nearly $100 million for the procurement of imported natural gas; Naftogaz and the EBRD signed a record €500 million agreement, and negotiations are ongoing with the European Investment Bank. The stockpiling of gas and coal reserves is proceeding on schedule.
- Development of Distributed Generation. By the end of the year, it is planned to additionally commission at least 350 MW, primarily by large state-owned energy companies. A further 500 MW is expected from private sector projects. The state is utilizing all available instruments to support and facilitate these initiatives.
- Support for Small Households. The Government plans to enhance the "Energy Independence for Households" program and attract additional resources from international partners.
- Regulatory Changes. The Government plans to comprehensively simplify all regulatory procedures to accelerate the rapid restoration and development of various types of generation. Other priorities include providing financial support for renewable energy development, improving the auction procedure, supporting small and medium-sized enterprises in developing solar generation, reforming the coal sector, extending the period for duty-free import of energy equipment, and simplifying the construction of transmission lines and gas infrastructure facilities.
The Draft Government Action Program has been submitted for public consultation. Proposals and feedback will be collected until the end of the week. The Ministry of Energy invites civil society, businesses, and energy experts to join the discussion.
