The European Commission has recognized Ukraine’s consistent progress in implementing reforms and aligning national legislation with EU law in the energy sector. This was stated in the European Commission’s Report on Ukraine within the EU Enlargement Package 2025, published on November 4.
According to Section 15 “Energy” of the report, Ukraine’s level of preparedness in this area is rated “4 – good.”
“Ukraine’s membership in the European Union is our strategic goal. The country is confidently moving in this direction, and the energy sector is one of the flagships of this process. We are purposefully continuing to reform the energy sector and align Ukrainian legislation with European rules. We thank the European Commission for its high assessment of our achievements and will continue to move forward on the path we have chosen,” - said Minister of Energy Svitlana Grynchuk.
The European Commission noted positive dynamics in Ukraine’s European integration efforts under Chapter 15 during the reporting year, in particular:
Active work on legislative changes to fulfill commitments under the Clean Energy Package. The Verkhovna Rada of Ukraine adopted in the first reading Draft Law No. 12087-d on the integration of electricity markets. Additionally, within the implementation of Step 10.3 of Ukraine’s Plan, the Ministry of Energy developed a draft law on the transposition of the RED III Directive, introducing key principles for licensing procedures for renewable energy sources.
As part of the implementation of Step 10.11 of Ukraine’s Plan, the Ministry of Energy, in cooperation with the National Energy and Utilities Regulatory Commission (NEURC) and the Energy Community Secretariat, has developed a draft law “On Amendments to Certain Laws of Ukraine Regarding the Strengthening of Guarantees for the Exercise of the Regulator’s Powers in the Energy and Utilities Sectors.”
By Order No. 1083-r of October 1, 2025, the Cabinet of Ministers of Ukraine approved the State Targeted Economic Program for the Energy Modernization of State- and Municipally-Owned Heat Energy Producers until 2030.
Background
This year’s European Commission Report under the EU Enlargement Package 2025 is the first since the completion of the EU screening of Ukrainian legislation and the third overall. It takes into account the results of the screening, which identify areas where Ukrainian legislation already complies with EU standards and those where further alignment is required.
