Rotation of IAEA Experts at ZNPP Should Take Place in Accordance with International Law and Exclusively with Ukraine’s Approval

The rotation of the expert mission of the International Atomic Energy Agency (IAEA) at the Zaporizhzhia Nuclear Power Plant cannot take place without the approval of the Ukrainian authorities and in violation of Ukraine’s sovereignty and territorial integrity. It contradicts international law and Ukraine’s national legislation.

This is stated in an official letter from the Minister of Energy of Ukraine, German Galushchenko, to the Director General of the IAEA, Rafael Grossi.

The letter emphasizes that russia has deliberately created artificial obstacles to the proper rotation of IAEA experts and has kept international experts at the ZNPP site for more than 80 days under unprecedented physiological pressure in a high-risk military zone.

"Ukraine once again reaffirms its firm position that any rotation of IAEA experts at ZNPP must take place fully in accordance with international law and exclusively via routes agreed upon with the Ukrainian authorities, through territories that are under Ukraine’s full control," the letter states.

He added that due to the uncoordinated rotation with Ukraine, we do not have reliable information on who is currently present at ZNPP on behalf of the Agency, and this situation is absolutely unacceptable.

German Galushchenko called on the Agency’s leadership to take immediate measures to rectify this situation and to ensure that the future activities of the IAEA comply with international law, the resolutions of the UN General Assembly, and the fundamental principles of the Agency’s mandate.
