Svitlana Grynchuk
Born on November 11, 1985, in Chernivtsi.
In 2008, she graduated from the Chernivtsi Institute of Trade and Economics of the State University of Trade and Economics, majoring in Finance, and received a Master’s degree in Finance.
From May 2009 to May 2012, she pursued postgraduate studies at the National Scientific Center “Institute of Agrarian Economics” of the National Academy of Agrarian Sciences of Ukraine. In May 2014, she was awarded the academic degree of Candidate of Economic Sciences in the specialty of Money, Finance, and Credit.
She began her career in 2008 as a lecturer at the Faculty of Finance of Kyiv National University of Trade and Economics.
Since 2012, she has been a researcher at the NSC “Institute of Agrarian Economics” of the NAAS of Ukraine. She actively contributed to the development of theoretical and methodological foundations of state financial policy to stimulate the efficient production of competitive agricultural products.
In 2015, she became the lead specialist of the Department for Life Safety, Environmental Protection, and Agro-Industrial Complex in the Secretariat of the Cabinet of Ministers of Ukraine.
In 2016, she was appointed Director of the Department for Climate Change and Ozone Layer Protection at the Ministry of Ecology and Natural Resources of Ukraine. She actively participated in the implementation of international climate agreements, such as the Paris Agreement, and ensured Ukraine’s compliance with the Kyoto and Montreal Protocols.
In 2019, she became an environmental and climate change advisor to the Prime Minister of Ukraine on a pro bono basis. In 2020, she held a similar advisory position at the Ministry of Finance of Ukraine.
In 2022, she was appointed Deputy Minister of Environmental Protection and Natural Resources of Ukraine, responsible for the Ministry’s European integration. She developed and implemented policy on European integration issues, ensured compliance and the organization of fulfillment of Ukraine’s obligations under international agreements within the Ministry’s competence, and worked on measures for the implementation of the EU–Ukraine Association Agreement.
In September 2023, she was appointed Deputy Minister of Energy of Ukraine, where she coordinated the development of national and regional strategies, state target programs, and energy sector development plans. She also served as Director of the Reform Support Team at the Ministry of Energy, implementing policies for the integration of energy markets with the EU, decarbonization of the energy sector, development of renewables, corporate governance, and energy security.
On September 5, 2024, she was appointed Minister of Environmental Protection and Natural Resources of Ukraine.
On July 17, 2025, she was appointed Minister of Energy of Ukraine.
