The Cabinet of Ministers of Ukraine has approved the draft Joint Work Program between the Government of Ukraine and the International Energy Agency (IEA) for the period 2025–2026 and authorized Ukraine’s Minister of Energy, German Galushchenko, to sign it.
“Cooperation with the International Energy Agency allows us not only to restore the energy system after destruction but also to build an energy future that meets modern challenges. This program is our joint action plan to enhance energy security, develop green technologies, and integrate into the European energy space. We have a unique opportunity to make Ukrainian energy a model of resilience and innovation,” said German Galushchenko.
The approved program builds on the achievements of 2023–2024 and outlines cooperation priorities for 2025–2026, including:
- Implementing strategic documents such as Ukraine’s Energy Strategy to 2050 and the National Energy and Climate Plan to 2030;
- Developing renewable energy and improving energy efficiency;
- Integrating Ukraine’s energy sector into European energy markets;
- Establishing biomethane and low-carbon hydrogen markets;
- Strengthening the energy system’s security, including diversifying energy sources and introducing smart grids;
- Enhancing mechanisms for collecting, analyzing, and utilizing energy data.
The program represents a strategic step towards strengthening Ukraine’s energy independence and fulfilling international commitments under the Paris Agreement. It also aims to improve the resilience of the energy sector, integrate modern technologies, and create favorable conditions for investment in renewable energy.
Background Information
Ukraine joined the International Energy Agency in July 2022, becoming the 11th associate member country. Since then, several initiatives have been implemented, including integrating Ukraine’s energy system with ENTSO-E, developing energy efficiency support programs, and launching market mechanisms to promote renewable energy sources.
The 2025–2026 program will consolidate these achievements and pave the way for new objectives in collaboration with the IEA.
